Your comments committee remind me of what it used to be like as a student in a communal house. Every quarter we used to hold court to go through the phone bill in order to allocate unclaimed calls - typically this was a bit of fun, but taken way too seriously for comedic enjoyment. We would actually invite over an impartial friend to preside over the event and make fair judgements where calls were in dispute. However, there was always an unclaimed number - usually just the one, and everyone would deny any knowledge.
Eventually the "judge" would decide to identify said number by giving it a call. We would identify where the call was to, distribute the cost evenly among the people in the house, and then of course it would be on the bill for next quarter. We went through the same rigmarole every quarter with the *same* number for the next two years.
Oh the time I wasted! Still, it beat solving second order differential equations.
